The focus of the questions is as much on changing behavior as it is on process improvement. Studer likes to talk about “hardwiring excellence” in healthcare. These ten questions can help any organization in any industry improve performance:</p>

<li>Are there consequences for noncompliance, up to and including termination? Either you’re on the bus or you’re not. Some people will not change their behavior unless you tell them the consequences of noncompliance and they know you mean it.</li>

<li>The team used PDCA to roll out the solutions, which were grouped into three areas: process changes, automation, and performance management.</li>
<li>As a result of the improvement project, TAT improved from 69% to 83%, producing additional revenue of 6.9 million pounds and improving the application-to-loan conversion ration by 1.4%.</li>
<li>Customer satisfaction ratings rose 17% from pre- to post-project.</li>
<li>The projects’ findings were replicated in other areas of the client’s business, resulting in an additional half-million pounds in revenue.</li>
<li>The team introduced a three-prong approach to sustain performance: (1) real-time process management systems to provide performance data on all root causes; (2) process controls for standard operating procedures; and, (3) a skill-evaluation matrix for assessing and responding to training needs.</li>

<li><strong>Accountability was lacking</strong>. Baldrige Award winners assign responsibility for process management and improvement and review performance on those responsibilities. More importantly, they also provide ongoing support and recognition for process performance.</li>
<li><strong>The role had little influence.</strong> The leaders at Baldrige Award winners do not delegate process ownership: They are responsible for key processes and they hold weekly or monthly meetings to discuss process metrics and to ensure that process performance and improvement are on track.</li>
<li><strong>The organizational structure was too complex.</strong> Baldrige Award winners use their strategic planning processes and performance measurement systems to remove the complexity and focus their organizations on those plans and measures that align with the mission, vision, and goals of each organization. The plans target key processes that will help achieve the organization’s goals.</li>
<li><strong>Employees were uncomfortable.</strong> This last reason points to a lack of leadership. Senior leaders who understand processes and promote process thinking, who show constancy of purpose in implementing a sound process management approach, who provide training and other support to employees to help them succeed, and who hold themselves and their direct reports responsible for ongoing process improvement will transform their organizations with world-class, sustainable results.</li>

<p>In early November in the south-central Chinese city of Changsha, a 15-story hotel was built in six days. The foundation was already in place. The crew used prefabricated columns and modules to build different sections and arrange them on the foundation. The structure is soundproof and built to withstand a magnitude 9 earthquake. No workers were injured during construction and, because of prefabrication, very little of the materials were wasted.</p>

<p>I have no way of knowing about the quality of the construction or of the individual rooms within the hotel, but the speed at which it was built is impressive. Add to that the facts that nobody was hurt, the building is soundproof (which is really important in a hotel), and there was very little waste, and you have a benchmark of sorts for construction projects.</p>

If you don’t think that such faster and cheaper methods will affect construction in the U.S., you haven’t been paying attention to the impact of the global marketplace.</p>
<p>To stay ahead of this curve, American companies must continue to pursue process improvements that produce faster and cheaper products and services. They must ensure that their strategic planning identifies and prepares for disruptive technologies and approaches. They must create a boundary-less organization that involves customers and suppliers in product/service and process design and improvement. And they must pursue innovation by tapping into the insights of their employees and benchmarking the brilliant ideas that are transforming—or threatening to transform—their industries.</p>

<p>Power proposes three deliberate actions to turn this around:</p>
<ol>
<li><em>Listen to how well your organization meets customer expectations</em>. The third category in the Baldrige Criteria examines how you engage your customers for long-term success. That means listening to them, measuring their satisfaction and engagement, and building relationships. From a process perspective, it means starting with this question: Who are the customers for this process and what do they require?</li>
<li><em>Set and monitor customer-defined performance outcomes.</em> Measure internally what is important to your customers. If you know through customer research that quality is their top priority, measure defects, complaints, warranty costs, or other internal measures that predict customer satisfaction with the quality of your products or services. Power gives the example of Amazon.com, which found that customers contacted it when something was wrong so they worked on reducing the number of customer contacts. As CEO Jeff Bezos observed, “We want that number to move down—and it has gone down every year for 12 years. That’s big-time process improvement.” One would expect Amazon.com to see a direct correlation with measurable improvement in customer satisfaction.</li>
<li><em>Require managers to create an environment for continuous process improvement and learning.</em> In other words, make process improvement everyone’s job and give them the skills they need to do that job well.</li>
