The 2006 Flagstaff Case Study is the fictional application of the Flagstaff District, Grand Canyon Region, one of 41 districts within the U.S. Water Resource Agency. The application responds to the questions in the 2006 Criteria for Performance Excellence.

If you work for a nonprofit or government agency that is interested in Baldrige, I recommend reading the case study and the 2006 Criteria to get a sense for what areas the Criteria ask about and how your organization might respond. You may also want to read the application summaries of the 2007 Baldrige Award nonprofit recipients.
